Census 2025
The Japanese government will conduct the census as of October 1, 2025.
The census is the most important statistical survey, conducted once every five years.
The results of the census are used for measures such as community development that facilitate life in Japan for foreign residents.
The census covers all individuals who have lived, or plan to live, in Japan for at least three months,
regardless of their nationality.
Everyone covered by the census is legally obligated to respond, so please be sure to respond.
The information you provide will only be used for the compilation of statistics and will not be used for any
other purposes such as immigration control or police investigations.
Please contact the Census Contact Center if any of the following apply to your household:
- There is no one living in your house who has lived, or plans to live, for three months or longer
- There is a person who lives in your house but maintains their own household finances
- There are rooms in your house with their own separate living area, and someone else lives there
How to respond to the census
Responding online
September 20 (Saturday) – October 8 (Wednesday)
For this survey, we request that you respond online. Once the census documents arrive at your home, please
access the response website and follow the on-screen instructions to respond.
When responding, please scan the QR Code for Login printed on the bottom right of the User's Guide to the 2025
Census Online located inside the distributed Census Documents Envelope.

Once you have accessed Census Online via the QR Code for Login, select your preferred language for your
responses from “Language” at the top right.
You can respond online in the following languages:
Japanese,
English,
Chinese (Simplified/Traditional),
Korean,
Vietnamese,
Portuguese,
Spanish
If you cannot scan the QR code on your computer or other device, please click “Start Response” below. When logging in, you will need the Login ID and Access Key printed on the User's Guide to the 2025 Census Online.
Start Response- The information you provide in your responses is protected with strict security measures, so you can be assured that it is safe and secure.
- After submitting your response, if there are any changes in your answers (such as the birth or change of address of a household member) by October 1 (Wednesday), please log in again and make corrections. To log in again, you will need your Login ID and the password you set.
- Households that respond online do not need to submit the paper questionnaire. Please do not write anything on the paper questionnaire. Instead, dispose of it so that it cannot be used for other purposes.
Responding using the paper questionnaire
October 1 (Wednesday) – October 8 (Wednesday)
If you are unable to respond online, please respond using the paper questionnaire.
When responding using the paper questionnaire, please refer to “Translation of the Questionnaire” and “Translation of How to Fill Out the Questionnaire” and fill out
the census questionnaire located inside the distributed Census Documents Envelope.
Fold your completed questionnaire into thirds, place it in the Envelope for Submission by Mail, and drop it in
your nearest mailbox by October 8 (Wednesday). You do not need to put a stamp on the envelope.
- If you find it difficult to submit your census questionnaire by mail, a census taker will visit to collect it. In this case, please contact the Census Contact Center below.
- Information on up to four people can be filled out on a single paper questionnaire. If you need to fill out information on five or more people, additional questionnaires will be distributed. In this case, please contact the Census Contact Center below.

Please submit your response
by October 8 (Wednesday).
If your response is not confirmed by October 8 (Wednesday),
a census taker will visit you to remind you to respond.
